Dear Sir/Madam,

United Nations Sanctions (Afghanistan) (Amendment) Regulation 2002

I write to draw your attention to the United Nations Sanctions (Afghanistan) (Amendment) Regulation 2002 which was published in the Gazette (Legal Number 134 of 2002 of Legal Supplement No. 2) and came into effect on 19 July 2002. A copy of the Regulation is enclosed at Annex I.

The Regulation is made under the United Nations Sanctions Ordinance which seeks to extend the duration of part of the sanctions against Afghanistan as decided under the United Nations Security Council Resolution (UNSCR) 1388 and 1390.

Section 3 of the Regulation imposes sanctions on Afghanistan which include, among other requirements, the freezing of funds and financial resources of the individuals and undertakings as designated by the relevant Committee of the Security Council of the United Nations, as well as prohibiting any funds or financial assets or economic resources made available to them. The list of names designated by the Committee was published in the Gazette (G. N. 4820) and came into effect on 9 August 2002 in accordance with the Regulation. A copy of the list is enclosed at Annex II . Both the Regulation and the list are also available on the Government website (www.info.gov.hk/pd/content/index.htm).
