Dear Sir/Madam,

United Nations (Anti-Terrorism Measures) Ordinance ("Ordinance")
& United Nations Sanctions (Afghanistan) Regulation ("Regulation")

Further to my letter of 5 November 2002, I write to inform you that a new consolidated list of names designated by the relevant United Nations Security Council Committee was published in the Gazette (G.N. 7085 and G.N. 7291) on 8 November 2002 and 15 November 2002 in accordance with the Ordinance and the Regulation respectively. The gazetted lists are available on the Government website (www.info.gov.hk/pd/content/index.htm) under Gazette: Government Notice published on 8 November 2002 and 15 November 2002.

The lists designated separately under the Ordinance and the Regulation are identical. Compared to the list advised to you in my last circular, the following name has been added under United Nations Security Council Resolution 1333:

  • Jemaah Islamiyah

Accordingly, please check the designated names against your records and take appropriate steps to ensure compliance with the Ordinance and the Regulation. You should also report to the Joint Financial Intelligence Unit if any of the relevant names is identified.

You may note that owing to the rapid development on the anti-money laundering or prevention of terrorist financing initiatives, the circulars on these areas are being issued frequently. To facilitate your receiving of these circulars on a timely basis, I will dispatch them by means of e-mail in future. In this regard, the updated e-mail address you have provided to me for receiving provisional insurance statistics will also be used for receiving these circulars. However, if you wish to use a separate e-mail address for this purpose, kindly let me know by completing the enclosed Reply Slip on or before 22 November 2002. If I do not receive any reply from insurers who are now receiving provisional statistics by e-mail, I shall issue future circulars to them by e-mail.

For those insurers who have been receiving provisional statistics by mail, we will continue to send the relevant circulars to you by mail. However, if you should prefer to receive these circulars by electronic means, I should be grateful if you could provide me with your e-mail address by completing the enclosed Reply Slip on or before 22 November 2002.
