United Nations (Anti-Terrorism Measures) Ordinance ("Ordinance")

Further to my letter of 5 September 2002, I write to inform you that the list specifying terrorists and terrorist associates designated by the United Nations Security Council Committee as at 26 August 2002 was published in the gazette (Government Notice number 5443) and came into effect on 6 September 2002 in accordance with section 4 of the Ordinance. A copy of the list is at Annex. Soft copy of the list is also available on the Government website (www.info.gov.hk/pd/content/index.htm).

Accordingly, please check the names that appear on the list against your records and take appropriate steps to ensure compliance with the captioned Ordinance. You should also report to the Joint Financial Intelligence Unit ("JFIU") at the following address if any of the names on the list is identified :

United States Executive Order 13224 ("Executive Order")

The US Government has designated lists of names which are believed to be terrorist organizations, terrorist leaders, or to have links with such persons under the Executive Order issued on 23 September 2001. The latest lists of names are designated on 3 and 6 September 2002 respectively. All the lists designated can be found in the website of the US Treasury (www.ustreas.gov/offices/enforcement/ofac/sanctions/terrorism.html) under their respective dates of designation.

You should review your records carefully to see whether you have had, or currently have, accounts, transactions or dealing with those names identified in the lists. If such review reveals any suspicious accounts, transactions or dealings, you should promptly notify the JFIU at the address mentioned in paragraph 2.

As the names designated under the Executive Order may be updated by the US Government from time to time, you are also advised to browse the website of the US Treasury mentioned above regularly for the latest information.
